The Education Quality and Accountability Office (EQAO) Assessments of Reading, Writing, and Mathematics were administered to all students in Grades 3 and 6 throughout May and June 2023. The assessments measure how well students have met the provincial expectations in The Ontario Curriculum by the end of the grade being assessed. These assessments contain questions that require written responses as well as multiple-choice questions.
Overall student performance is reported using a four-level scale that is consistent with the four levels in The Ontario Curriculum and is aligned with levels on the Ontario Student Report Card.
The following results are reported for fully participating students achieving Levels 3 and 4 (the provincial standard) on the Grade 3 and 6 assessments.
Primary Division- Percentage of Fully Participating Students at or above Provincial Standard
While still in line with the Province, TDSB Grade 3 students went down slightly in all three assessments when compared to the previous year's cohort. This year’s cohort of students experienced significant in-class learning disruptions in Senior Kindergarten and Grade 1 during COVID-19.

Compared to the province and last year’s TDSB results, the percentage of fully participating Grade 3 TDSB students achieving at or above the provincial standard (Levels 3 and 4) in 2022-23 is:
- 1 percentage point lower than the province in Reading (72% compared to 73%) and 2 percentage points lower than the 2021-22 TDSB results (72% compared to 74%);
- 2 percentage points higher than the province in Writing (67% compared to 65%) and 1 percentage point lower than the 2021-22 TDSB results (67% compared to 68%); and
- the same as the province in Mathematics (60%) and 1 percentage point lower than the 2021-22 TDSB results (60% compared to 61%).
Junior Division- Percentage of Fully Participating Students at or above Provincial Standard
Overall, in 2022-23 the percentage of fully participating TDSB students achieving at or above the provincial standard in the Junior Division (Grade 6) is higher than the Province in Writing and Mathematics and lower in Reading. The TDSB has seen a 2 percentage point increase in Mathematics, stayed the same in Writing, and decreased by 2 percentage points in Reading.

Compared to the province and last year’s TDSB results, the percentage of fully participating Grade 6 TDSB students achieving at or above the provincial standard (Levels 3 and 4) in 2022-23 is:
- 1 percentage point lower than the province in Reading (83% compared to 84%) and 2 percentage points lower than the 2021-22 TDSB results (83% compared to 85%);
- 1 percentage point higher than the province in Writing (85% compared to 84%) and the same compared to the 2021-22 TDSB results (85%); and
- 4 percentage points higher than the province in Mathematics (54% compared to 50%) and 2 percentage points higher than the 2021-22 TDSB results (54% compared to 52%).

The most significant increase from last year across the EQAO assessments is seen in Grade 9 Mathematics. The proportion of students meeting the Provincial Standard in Grade 9 de-streamed Mathematics increased by 4 percentage points. Compared to the province, the percentage of fully participating Grade 9 TDSB students achieving at or above the provincial standard (Levels 3 and 4) in the Grade 9 Assessment of Mathematics in 2022-23 is 3 percentage points higher than the province (57% compared to 54%).

Compared to the province, the percentage of fully participating TDSB students who were successful on the OSSLT in 2022-23 is:
- the same as the province for FTE students (85%) and 2 percentage points higher than the province for PE students (65% compared to 63%); and
- 1 percentage point higher for FTE students than the 2021-22 TDSB results (85% compared to 84%) and 20 percentage points lower for PE students than the 2021-22 TDSB results (65% compared to 85%)*.
*The 2021-22 previously eligible (PE) cohort includes all Grade 11 students who did not have a prior opportunity to write the test during the pandemic. These students had an additional year of learning, and their success rates are higher than those for the first-time eligible (FTE) (Grade 10) students. These success rates are much higher than this year's cohort when the PE cohort included only students who had a prior unsuccessful attempt on the OSSLT.
