Staff allocation is an annual process undertaken by the TDSB to identify where school-based staff should be allocated across the system for the upcoming school year. Planning for a system as large as the TDSB is complex and comprehensive, and is guided by a number of factors including student enrolment, collective agreements, class sizes caps and averages, and our commitment to equity, student achievement and well-being.
Two key factors have significantly impacted the TDSB’s 2022-23 school-based staff allocation:

Declining enrolment trends since the start of the pandemic; and,

The elimination of Ministry grants that supplement school-based staffing despite declining enrolment.
The TDSB’s 2022-23 School-Based Staff Allocation was approved by the Board of Trustees at the Board meeting on March 9, 2021. Read the full 2022-23 School-Based Staff Allocation report. At the Board meeting, Trustees also approved two motions directing staff to consider adding additional School-Based Safety Monitors and Vice-Principals to the staff allocation plan in support of student learning and well-being. The motions directed staff to report back on these recommendations to the Finance, Budget and Enrolment Committee.
