The voices of students, families, and community members are an important part of the budget process. By making careful choices together, we can achieve our goal of placing resources where they are needed most to help students succeed.

Thank you to all community members who participated in this year’s survey.  When this year’s budget process is complete, the TDSB will submit a final budget to the Ministry in June, 2026 for approval. 




A Changing Student Community

Throughout the planning process for Budget 2026-27, the TDSB is thoughtfully aligning resources to support student success and adjusting for changes in enrolment. Changing enrollment has been influenced by a declining pre-school aged population in the City of Toronto, reduced immigration and fluctuations resulting from the pandemic. 

How Enrolment Affects Funding

School Boards receive grant-based funding based on the number of students enrolled in schools each year. When enrolment levels go up or down, funding is adjusted accordingly. There are many fixed costs which don’t change significantly when enrolment decreases (e.g. facility costs such as maintenance and utilities), so the loss in revenue due to enrollment puts pressure on the budget.
